“This revision of the Rules of Racing is both timely and important,” said NSA Treasurer Dwight Hall, who directed the project as chairman of the Stewards Advisory Committee. “We had not revisited the Rules of Racing for awhile, and, among other things, this revision implements the uniform medication rules approved by the Board of Directors in January.”
Also participating in the rules revisions were the other two members of the Stewards Advisory Committee, W. Duncan Patterson and Francis Abbott; Dr. Reynolds Cowles, a board member who is chairman of the NSA’s Steeplechase Safety Task Force; NSA Director of Racing Bill Gallo; and special legal consultant Melanie Maloney. “It’s been a tremendous team effort,” said NSA President Guy J. Torsilieri.
The Rules of Racing created two new positions, safety steward (Section 5.3) and NSA medication veterinarian (5.16). Also revised were the sections on delegation of authority (3.4), running of the race (7.7), Stewards Advisory Committee hearings (8.2), Hearing, Review and Appeals Committee (8.3), forbidden practices (9.2), and medication (10).
This is the first in-print revision of the Rules of Racing since 2008. Printed copies of the Rules of Racing are available by request from the NSA office at (410) 392-0700.
